Arsenal boss Emery wants to revive Ozil’s career with the Germany international facing a huge season.
The 29-year-old signed a new contract extension in July after months of being linked with the likes of Manchester United and Barcelona.
Under Arsene Wenger, though, Ozil toiled with Arsenal unable to win the Europa League during the Frenchman’s final season in charge.
And Football London suggest that, in order to coax the best from the German, Emery is ready to splash the cash.
The Spaniard is expected to insist on a 4-2-3-1 formation as he targets Premier League glory at the first time of asking.
Arsenal will likely play with Ozil in the No 10 position, with Henrikh Mkhitaryan on the right.
Pierre-Emerick Aubameyang would then start up top with Alexandre Lacazette on the bench.
And Football London say that Emery, knowing his attack needs more, may sign a right winger.
PSV Eindhoven star Hirving Lozano has been linked after blossoming for Mexico at the World Cup.
But who Arsenal choose to sign remains to be seen.
Ozil has taken the No 10 shirt for Arsenal with Jack Wilshere having left on a free transfer.

And the Germany star was defended by compatriot Jerome Boeteng in the wake of their World Cup exit.
“Everyone has picked out Mesut Ozil, but that’s not possible, Mesut is a human,” he said.
“The whole team was in charge of our destiny. We’ve not managed to play together at this World Cup. We have to blame ourselves.
“He’s an artist on the ball, not a fighter in the defence like me, so maybe he comes across badly.
“But that doesn’t mean he doesn’t want to win or he does it on purpose.
“It was a difficult situation for him at the end.”
